Laurence Miller PhD

A Forensic View of the FFD

EdPDLaw welcomes Laurence Miller, PhD, forensic psychologist from Boca Raton, Florida to the Team

Laurence Miller, PhD is a clinical and forensic psychologist, and neuropsychologist based in Boca Raton, Florida.  Dr. Miller is the police psychologist for the West Palm Beach Police Department, a forensic psychological examiner for the Palm Beach County Court, and a consulting psychologist with several regional and national law enforcement agencies.  Dr. Miller is also a trainer and educator, as well as the author of numerous professional, popular print and on line publications pertaining to the brain, behaviour, health, law, criminal justice, and organizational psychology.

If you are a permanent officer and have been sent for a  Fitness for Duty exam, Dr. Miller can conduct a second exam  to offer a second opinion on your behalf. (Dr. Miller does not conduct pre-employment screenings). The cost of this exam may be covered by your Union’s Legal Defense Plan, check with your Union President or Administrator. View Resume

EdPDLaw interviewed Dr. Miller who offered the following:

FITNESS FOR DUTY EXAMS

Dr. Miller will conduct Fitness for Duty Exams for officers that will be unbiased, based on the officer's complete employment record.  Dr. Miller requires the officer's entire personnel file (or EdPDLaw Portfolio) and all Performance Evaluations throughout the officer's career, as well as a copy of the pre-employment screening for evaluation, not just the Internal Affairs records pertaining to isolated incidents of the officer's employment record.  Unions may be assured that “independent” and “unbiased” evaluations are just that.  Dr. Miller is not a hired gun and will call each case as he sees it, on an individual basis.  If an officer is clearly unfit, Dr. Miller will suggest remedial ways to alleviate the problem and return the officer to duty expeditiously. If the diagnosis is permanent, Dr. Miller will recommend a disability retirement.

BENEFITS OF USING OUT-OF-STATE PSYCHOLOGIST

Unfortunately, it is no secret that many officers feel that their departmental  psychologists are biased toward producing negative reports against officers that are targeted for discipline or removal.  Whether or not this is actually the case, by using an out-of-state psychologist, you minimize the risk of a nonobjective evaluation.  EdPDLaw advocates the use of out-of-state psychologists to minimize this perceived bias and to afford the officer a mental health break in a conflict-free environment.
